Thirdly, The Jail Rules direct, that the Convicts shall for all purposes be formed and told off for labor in consecutive numerical order, by which arrangement Men from different districts would be mixed. It is evident that this rule was impracticable, and it was an erroneous supposition that it was effected. The fact that the escaped Convicts were "Heakas" was elicited from the Hulk Interpreter.
The Board is entirely of opinion that had the Jail Rules, and Instructions of Government, been fully carried out, it is very probable this escape would not have been attempted, if attempted, scarcely possible that it could have been successful. The Board can therefore only respectfully recommend that Measures be taken for the future strict observance of these Rules and Instructions in all particulars.
